Title: Integrated Data-Driven Strategies for Housing, Traffic, and Construction Management in Arlington, TX
Abstract: Rapid growth in midsize cities intensifies the coupled challenges of housing affordability, traffic congestion, and construction impacts. This study develops an integrated, data-driven workflow for Arlington, Texas, centered on Matlock Road and three signalized intersections (Green Oaks Boulevard, Bardin Road, and East Stephens Drive). Using field-based turning-movement counts and signal timing/control information, we built and validated a corridor microsimulation model in PTV Vissim. Baseline peak-period operations are quantified using delay, queue length, stops, travel time, and emissions proxies, and the model is used to test sensitivity to demand increases beyond observed peak conditions. Building on the calibrated mobility core, we define scenario packages that connect (1) housing location and growth assumptions (translated to directional demand surges) and (2) construction/work-zone strategies supported by four-dimensional (4D) scheduling concepts (space–time phasing), including lane closures, reduced speeds, and temporary turn restrictions. Performance is compared across scenarios to identify solutions that reduce user costs while maintaining feasible staging. Outputs are structured for reproducible reporting (direct-output files and summary tables) and visualization through maps and dashboards to support transparent corridor redesign decisions.
